The Axis Powers usually are understood to comprise Nazi Germany, Fascist Italy, and Imperial Japan, not to mention their satellites. Actually, the term refers to the various nations who signed several different treaties:
- The Rome-Berlin Axis (since 1936)
- The Anti-Comintern Pact (since 1937)
- The Pact of Steel (since 1939)
The alliance was quite loose: Germany and Japan were essentially fighting their wars separately; until June 1940, Italy stayed non-belligerent.
