More than 90 percent of oil extraction and 80 percent of refinement of the Soviet Union around 1940 was located in the Caucasus, and primarily around Baku, capital of Azerbaijan. That's why Britain and France considered the Operation Pike - an airstrike against the Soviet oil fields. It didn't happen, but the potential danger stays.
